MFUMO WA KUPANGA ALAMA KIDATO CHA 4 NA 6 KUBADILISWA...SOMA HAPA

Ikiwa yamebaki majuma machache wanafunzi wa kidato cha nne waanze mtihani wa wa taifa, Wizara ya Elimu na Mafunzo ya Ufundi iko kwenye mchakato wa kubadilisha mfumo wa upangaji za mitihani ya sekondari na matumizi wa alama za maendeleo ya mwanafunzi (Continuous Assessment (CA).

Mfumo huo ambao unatarajiwa kuanza kutumika kwenye Mtihani wa taifa wa kidato cha nne mwaka huu, unakuja ikiwa ni miezi michache tangu Tume ya Waziri Mkuu iliyoundwa kuchunguza chanzo cha kufeli kwa maelfu ya wanafunzi waliofanya mtihani wa kidato cha nne mwaka 2012.

Akizungumzia mchakato huo, Kamishna wa Elimu Profesa Eustella Bhalalusesa alisema kwamba hatua hiyo imechukuliwa ikiwa ni sehemu ya kuboresha elimu na kuwa haina uhusiano na taarifa ya tume iliyoundwa na Waziri Mkuu ambayo mpaka sasa haijawekwa hadharani.

“Mambo yanakwenda yanabadilika hata binadamu yeyote anabadilika kila siku, mfumo unaotumika sasa hivi ni wa siku nyingi,” alisema.Alisema kuwa, ili kuweza kuboresha vyema mfumo huo wameshirikisha wadau mbalimbali zikiwamo shule za sekondari.
“Kama unataka kuboresha lazima upate maoni, lengo letu ni kushirikisha shule zote za sekondari za Tanzania, ila siwezi kukuhakikishia kama zote zitashiriki kwa kuwa tunawatumia zaidi maofisa elimu mkoa na wilaya. Tumeweka pia dodoso kwenye mdandao ili watu zaidi washiriki.

Kuhusu tume ya Pinda hapa haihusiki kabisa, ile ilikuwa na mambo yake, hata bila ile tume sisi hii tungefanya tu,” alisema Profesa Bhalalusesa.

 Alisema kuwa, mpaka sasa wameshapokea zaidi ya asilimia 60 ya maoni hayo kutokana na lengo walilo jiwekea.

Dodoso hilo ambalo pia Mwananchi imefanikiwa kuliona, linasema kuwa serikali inakusanya maoni ya wadau wa elimu kuhusu Upangaji wa Viwango vya Alama (Grade Ranges) katika mitihani ya kuhitimu kidato cha nne na cha sita pamoja na matumizi ya ‘Alama Endelevu ya Mwanafunzi [Continuous Assessment (CA)].

“Serikali imeamua kukusanya maoni haya kwa sababu kwa muda mrefu sasa upangaji wa viwango vya alama vinavyotumika katika mitihani ya kuhitimu kidato cha nne na kidato cha sita havifanani pamoja na kwamba mitihani hiyo yote ni ya elimu ya sekondari.Pia mfumo wa elimu ya sekondari umekuwa na miundo tofauti ikiwemo ule unaotumika shuleni na ule wa Baraza la Mitihani la Taifa (Necta),” sehemu ya dodoso inasema.

Dodoso hilo linafafanua kuwa, muundo wa kwanza ni ule wa shule ambao alama mgando (Fixed Grade Ranges) ambao alama zinazotumika kupanga madaraja: A = 81 – 100; B = 61 – 80; C = 41 – 60; D = 21 – 40 na F = 0 – 20. 

Muundo wa pili ulioidhinishwa kutumiwa na Necta kuanzia mwaka 2012 ni Upangaji wa Alama Mgando usiobadilika (Fixed Grade Range).Kwa kidato cha nne alama zilizotumika ni A = 80 – 100, B = 65 – 79, C = 50 – 64, D = 35 – 49 na F = 0 – 34.


Kwa upande wa kidato cha sita alama zilizotumika ni A = 80 – 100; B = 75 - 79; C = 65 – 74; D = 55 – 64; E = 45 – 54; S = 40 – 44 na F = 0 – 39. Kwa mujibu wa dodoso hilo, alama zinazopendekezwa ni A = 81 – 100, B = 61 – 80, C = 41 – 60, D = 21 – 40 naF = 0 - 20.


Utaratibu mwingine ambao washiriki wanapaswa kuchagua ni A = 80 – 100, B = 65 – 79, C = 50 – 64, D = 35 – 49 na F = 0 – 34 huku utaratibu wa tatu ukiwa A+ = 91 – 100, A = 81 – 90, B+ = 71 - 80, B = 61 - 70, C+ = 51 – 60, C = 41 – 50, D+= 31 – 40, D = 21 – 30, E = 11 – 20 na U = 0 – 10.


Akisoma Kauli ya Serikali Bungeni kuhusu Taarifa ya Awali ya Tume ya Taifa ya Kuchunguza Matokeo ya Mtihani wa Taifa wa Kidato cha Nne mwaka 2012, Waziri wa Nchi, Ofisi ya Waziri Mkuu, Wiliam Lukuvi alisema kuwa matokeo yaliyotangazwa awali na Wizara ya Elimu na Mafunzo ya Ufundi yafutwe na yapangwe tena kwa kutumia mfumo uliobadilika mwaka 2011 kama ilivyopendekeza tume ya Waziri Mkuu Mizengo Pinda.


Hata hivyo, baada ya kufutwa kwa matokeo hayo na kupangwa upya, Waziri wa Elimu Dk Shukuru Kawambwa alisema kuwa utaratibu uliotumika kupanga matokeo hayo mapya ni uleule uliotumika kuandaa matokeo yaliyofutwa wa Fixed Grade Ranges.

“Kuanzia sasa matokeo ya mtihani ya kidato cha nne na sita yatachakatwa kwa kutumia Fixed Grade Ranges na Standardization (alama zisizobadilika na kuuwisha alama za mitihani),” alisema Kawambwa.

Music history: Zari started singing at early age in her primary days where she performed in musical concerts organized by her primary school staff, school’s end of the year functions and other community competitions representing her own school in shining colours. When she gained entrance into high school she joined the dance, drama and music groups which helped her score best actress for 2 consecutives years. After years of brilliant stage performances and school concerts, She took a break after moving from Uganda to London and continued with her studies but still with the compelling passion of music on her mind.
